Hurricane straps — also called hurricane ties or clips — tie roof rafters and trusses to the wall framing so the roof is held down against uplift during high winds. What hurricane straps do

In a hurricane, wind flowing over a roof creates uplift. Hurricane straps provide a continuous metal connection from the rafter or truss to the top plate and wall framing, so uplift loads have a path down to the foundation. They complement opening protection — hurricane shutters keep wind out of the house, while straps keep the roof on.

Broadly yes — both connect roof framing to walls. “Tie” or “clip” often means a formed connector; “strap” often means a longer flat or twisted strip.
